Special allowance

Special allowance is the balancing component of a salary structure that absorbs whatever gross is left after basic, HRA and fixed allowances.

Most Indian structures end with a special allowance line whose value is whatever remains once the named components are set. It is fully taxable and has no exemption attached.

It matters because the Supreme Court held in 2019 that allowances paid uniformly to all employees form part of basic wages for PF, so a large special allowance does not always escape PF.

For employees under the ₹15,000 PF wage ceiling, EPFO can treat special allowance as PF wages. Structures that keep basic low and special allowance high are the usual audit finding.
